The objective of the Teacher and School Effectiveness Project for Uganda is to support the government in improving teacher and school effectiveness in the public primary education system. There are three components to the project, the first component being effective teachers. Under the project, teacher effectiveness will be promoted through implementing a program of actions designed to strengthen effectiveness of early grade literacy instruction at the classroom levels, including: improving teacher and instructor competitiveness (content, knowledge, skills and pedagogy) and practices for the delivery of the early grade numeracy and literacy primary school curriculum, targeting: primary teachers and instructors, through interalia: scaling up the early grade reading program for primary grades 1-3. It will benefit approximately 1,000, 000 pupils and 12,100 teachers and tutors. The second component is the effective schools. The component are designed to directly improve teacher performance. Finally, the third component is the implementation support and capacity building. This component will finance advisory, technical, and capacity-building activities, including: strengthening management of the teacher payroll system, implementation of the scheme of service and teacher management, all through the provision of technical advisory services, training, operating costs and acquisition of goods for the purpose.
