Uganda - Alternative Energy Resource Assessment and Utilization Study

The Bank's intervention in support of the proposed study is important for supporting the Government’s efforts to develop alternative energy resources for rural electrification and provision of other energy services as part of the PEAP. The Study will enable the Ministry of Energy and Mineral Development (MEMD) to formulate a flexible least-cost Alternative Energy Resources Development Programme (AERDP) that can be adapted to changing conditions. The AERDP shall cover a 15- year period (2005-2020), and shall be defined on the basis of technical viability, environmental and socio-economic soundness and sustainability, and least-cost principles. The plans shall provide the framework within which short to medium term projects shall be designed while allowing for regular annual reviews to incorporate changing economic, social, and environmental conditions over the medium to long term. The study shall be carried out in three phases as follows: (i) Programme Formulation ; (ii) Preparation, within the framework of the Programme defined in Phase I, of feasibility studies of priority projects for five of the most highly energy deficient rural areas/towns; (iii) Preparation of detailed designs for the least-cost projects selected in Phase II. It shall be carried out over a period of 13 months. The estimated total cost of the Study, net of taxes, is UA 1.81 million.
