Description | The proposed study is formulated within the framework of the poverty alleviation objectives elaborated in the Uganda Poverty Eradication Action Plan (PEAP) that underpins the overall development goals of the country. It is designed in line with the principles of the 1999 National Water Policy, which promotes water sector development on the basis of integrated water resource management, as does the Bank Group’s policy on Integrated Water Resource Management. The study involves updating and deepening the scope and detail of the 1994 feasibility studies for the towns of Apac, Iganga, Kigumba, Mityana and Mpigi, and carrying out new ones for Nebbi and Pakwach. The seven towns proposed for the Bank Group intervention are in some of the poorest districts of the country. Despite the relatively high populations of the towns, only one, Iganga, has pipe borne water supply and sewerage, both of which are in very poor conditions. The remaining six towns rely on protected springs, boreholes, and wells which are few in number, not well distributed in the towns or well located relative to pit latrines. The study shall be executed in three phases: It shall start-off with the definition of a long-term Strategic Development Plan for each of the target towns. The plan for each town shall cover 15 years starting 2003 to 2018; Feasibility Studies; and Preparation of Detailed Designs and Tender Documents.
