Uganda Skills Development in Refugee and Host Communities

Over the last decade, Uganda has made progress in enhancing the skills of the youth population to improve their labor market outcomes, livelihood, and wellbeing. Yet there is still an urgency to address this issue particularly in refugee and host communities (RHCs) where the disadvantage youth face are pronounced. A large proportion of refugees come from areas with high incidence of civil unrest, extreme poverty and health-related crises. Many of them arrive with limited assets, social connections and language skills, which make it challenging to flourish in their new settlements. Host Ugandans are not necessarily better off. A large proportion of them have low skill levels and educational attainment, and cope with very limited means to make a living.This project is designed to prepare the learning environment and training programs to foster skills that are indispensable for highly disadvantaged communities with limited resources and training opportunities. The target area will be in the refugee and host communities (RHCs) of Isingiro, Madi-Okollo, and Terego districts. The proposed activity is expected to improve relevance of training opportunities by ensuring that the training institutions are well-equipped for learning and preparing market-oriented competence-based training curriculum. This activity is also expected to improve inclusiveness of training opportunities by ensuring the facilities and programs are particularly useful for young women and youth with physical disabilities.
