Description

The program aims at strengthening the GoU's efficiency, accountability, and sustainability of public investment and asset management. Progress towards the achievement of the PDO will be measured through the following indicators: (a) Share of PIP projects, included since FY2026/27 and having undergone the PIM process, which are progressing on time, (b) Share of PIP projects, included since FY2026/27, for which progress reports about financial and physical progress are publicly available on an annual basis, (c) Increase in the share of assets in selected sectors that are recorded, monitored, and maintained and, (d) Increase funding for climate resilience of infrastructure assets. The operation will include an IPF component and a PforR component. The IPF component will consist of US$36 million, contributing to the Project Preparation Facility (PPF) hosted by the NPA or its successor; and US$4 million dedicated to institutional strengthening and change management, to be provided to the participating beneficiary institutions. The PPF will serve to demonstrate good practice in project preparation. Prioritization criteria for the PPF are: (i) projects already having completed the profile stage of the DC; (ii) strategic studies to inform the 10-fold strategy and NDP core projects, (iii) preparation of public investment projects enhancing Uganda’s mitigation or adaptation goals (e.g., irrigation and other water management, resilient infrastructure, urban public transport); and (iv) ensuring high-quality and timely environmental and social assessments. The institutional development and change management component will be flexible and based on priorities approved in annual workplans. The sub-component will support capacity strengthening for achieving DLIs/DLRs and the overall objectives of the operation.Current identified activities to be supported by the PPF include conducting feasibility and pre-feasibility studies. Proposed activities and sites for feasibility studies include; Kampala-Bombo Expressway – PPP, Kampala Outer Beltway, Kibuye- Busega Expressway study update, Kampala-Hoima Expressway, Water Supply and Sanitation Program Phase IlI, WASH Infrastructure Development in Lagging Communities - Islands and Fish Landing Sites, Integrated Flood and Drought Management Project, Entebbe Regional Referral Hospitals Infrastructure Development Project, Construction of Phase 2 o4RAf the Molecular Imaging and Therapy Centre(Levels 1 & 2), the Isotope production facility for the Uganda Cancer Institute and Support to PIM Centre of Excellence. Identified activities for pre-feasibility studies include Lopei Multi-purpose dam and Irrigation Development Project, Waste Management Project for Cities, Development of tourist infrastructure at 3 equator points in Kayabwe, NFO Island, Kayinja Ntara, Kikorongo and Ntuusi, Customized Tourism Tour of Kampala City and UWEC Infrastructure Development Project. The PforR component is substantial as it will support the PFMRS 2025-2030 and the associated Resource Enhancement and Accountability Program (REAP) II, which serves to implement the PFMRS.
