Description | The Uganda Strengthening Public Investment Management, Public Finance Systems, and Public Sector Capacity Program aims to strengthen the Government of Uganda's efficiency and accountability in public investment and asset management, including mainstreaming attention to climate resilience. The program is organized around four results areas (RA) to support the Government's efforts to make resource and sector planning and budgeting improved and climate responsive (RA1), strengthen project readiness, including resilience and sustainability (RA 2), strengthen project execution and improve efficiency (RA 3), and strengthen asset management and maintenance. The expected outcomes will be measured with the following indicators: (i) share of all PIP projects which show progress on PIM cycle milestones within expected timelines; (ii) share of PIP projects for which progress reports about financial and physical progress are publicly available on an annual basis; (iii) increase in the share of assets in selected sectors that are appropriately recorded, monitored, and well maintained; and (iv) percentage of approved new projects with costed resilience measures included in contracts and under implementation.The Program supports the PFM Reform Strategy (PFMRS) 2025-2030 and the associated Resource Enhancement and Accountability Program (REAP) II Program, which serves to implement the PFMRS. It also supports two of the six strategic objectives of Uganda’s National Development Plan IV: (a) building and maintaining strategic sustainable infrastructure, and (b) strengthening good governance, security, and the role of the state in development, as well as the adaptation objectives set out in Uganda’s Updated NDCs (2022). It will be implemented through existing structures under Ministry of Finance Planning and Economic Development for implementation of the PFMRS. The operation will include an IPF component which will consist of US$36 million, contributing to the Project Preparation Fund hosted by the National Planning Authority or its successor, and US$4 million dedicated to institutional strengthening and change management, to be provided to the participating beneficiary institutions. |
