Ukraine Improving Higher Education for Results Project

The Project supports the Government's priorities for the education sector in Ukraine, with a focus on ongoing reforms in higher education. The Project supports pre-conditions for and implementation of the reform under three key themes: (i) developing efficient, capable and modern education networks; (ii) improving conditions for quality teaching and research in higher education institutions, including through digital transformation; and (iii) strengthening transparency and stakeholder engagement. The Project takes a results-based approach through the incorporation of performance-based conditions, while also supporting capacity development for effective management and project implementation. The proposed operation is well-aligned with the CPF for Ukraine (2017–2021). Specifically, the proposed operation would contribute directly to the CPF’s strategic Focus Area 3: Efficient, Effective, and Inclusive Service Delivery and to the Cross-cutting Focus Area: Better Governance, Anticorruption, and Citizen Engagement. The project is consistent with the World Bank's COVID-19 Crisis Response Approach, particularly under Pillar 4 on strengthening policies and institutions for rebuilding better.
