EBRD is considering a senior loan facility to Brooklyn-Kiev LLC for the construction and development of a grain transhipment terminal in the Port of Odessa with maximum design throughput capacity of 4.5 million metric tonnes of grain per annum (the Terminal). The project is implemented jointly with Louis Dreyfus Commodities, a global leader in agribusiness, according to an agreement signed by Brooklyn-Kiev LLC and Louis Dreyfus Commodities, which envisages the establishment of a joint venture for the development and management of the Terminal and related activities. The project aims to address the existing shortage of modern deep water grain port transhipment capacities in Ukraine. The transition impact of the project is expected to derive from the following: Brooklyn-Kiev LLC is a leading private stevedoring company in Ukraine operating in the Port of Odessa, which provides services on transhipment of export / import cargoes, freight forwarding and other port services. Louis Dreyfus Commodities is a global merchandiser of commodities, a major asset owner and a processor of agricultural goods. Senior A/B loan in the amount of up to US$ 60 million, part of which may be syndicated to commercial banks. US$103.8 million. Categorised B. The potential environmental and social (E&S) impacts associated with the development and operation of a grain transhipment terminal within the Port of Odessa are expected to be site specific, readily identified and addressed through appropriate mitigation and management measures. E&S Due Diligence (ESDD) has been carried out by an independent consultant. ESDD showed that the Company implements the Port of Odessa’s environmental management system, which is ISO 14001 certified, and safety requirements for both its existing operations and the project. An Environmental Impact Assessment (EIA) (OVOS) has been conducted and approved for the project. Construction on the project has already started and ESDD identified the need to improve contractor environmental and Occupational Health and Safety (OHS) performance and management by the Company. Impacts on community health and safety are limited as incoming traffic bypasses residential areas. The project design includes various measures to avoid and minimise dust emissions as well as measures to reduce energy requirements and ensure appropriate waste and wastewater management. ESDD highlighted the potential for contamination at the project site due to historic operations prior to the project. This will be addressed through further investigations including sampling and improvements in secondary containment. The OVOS did not identify any significant biodiversity risks. A Stakeholder Engagement Plan and non-technical summary of the project have been developed as part of the ESDD. An Environmental and Social Action Plan (ESAP) has been developed for the project. Key actions in the ESAP include the development of a Company specific integrated environmental and health and safety (EHS) management system drawing on existing Port procedures and requirements; obtaining all necessary permits; improving contractor management and contractor OHS performance; improved EHS performance monitoring of the project; continued air quality monitoring on the site boundary (SPZ); conducting a site contamination investigation as well as dust explosion risk zone analysis for the project; and implementing the SEP. EBRD will monitor the project’s E&S performance by reviewing annual environmental and social reports, including updates on the implementation of the ESAP, provided by the company and may also undertake monitoring visits. Energy efficiency assessment of Brooklyn-Kiev’s existing facilities and review of the project’s technical design, including the processes, equipment and necessary technologies was conducted under the Sustainable Transport Technical Assistance Programme.
