Ultimate Urban Circulator (U2C) Autonomous Vehicle Program

The Ultimate Urban Circulator (U2C) is a multi-phase autonomous vehicle program in Jacksonville, Florida. The first phase, known as the Neighborhood Autonomous Vehicle Innovation (NAVI), launched a driverless van service on a 3.5-mile loop along Bay Street Downtown. The program includes plans for a $400 million buildout, with subsequent phases involving replacing the Skyway monorail cars with autonomous vehicles, retrofitting the elevated track, and expanding the system into other neighborhoods. The Jacksonville Transportation Authority (JTA) is working with German autonomous vehicle manufacturer Holon to build vehicles and a plant in Jacksonville.
