Description

The project aims to implement short-term measures to mitigate the immediate effects of the Corona pandemic and then finance vocational training measures for Lebanese and refugees (mainly from Syria, the Palestinian territories and Iraq). The project includes six central components: i) measures to mitigate the impact of the Corona pandemic, ii) vocational training, iii) placement of paid internships, iv) teaching of life skills, v) teaching of basic reading and writing skills and vi) conducting a tracer study to accompany the project. In terms of content, Phase V thus largely follows on from the four previous phases. Due to the current situation, the project initially started exclusively with Corona measures. The originally planned vocational training measures then began. Following experience from the first four phases and based on the project appraisal carried out by KfW (January 2020), the areas in which vocational training is to take place will be more focused on. An integrated tracer study should enable improved impact measurement and a structured processing of the experiences. The issue of social cohesion and the stabilization of the situation in the host communities is of great importance within the project, within the limited actual scope of the project. The effects of the current economic and political situation on the project cannot yet be foreseen, but a quick and flexible reaction or adjustment may be necessary in coordination with the BMZ and UNICEF. The review of Phase V also includes a reserve review component amounting to EUR 60 million for possible subsequent phases.
