Description
Description | The project has three key components:Component 1. Establishment and operationalization of an Information Management System. This component will support activities related to the establishment of a robust information and management system (IMS) such as (a.) coordination meetings between key government stakeholders and JTFDCC to agree on the IMS modules, user interface and database management and hosting rights, and (b.) IMS customization, data migration and testing and roll-out. The UNDP-developed IMS platform, known as Decommissioning, Reintegration, Assistance Management – Information Management System (DREAM-IMS), will be the program to be used for the IMS. DREAM-IMS is a centrally controlled, web-based system with decentralized data access levels, designed for DDR (Disarmament, Demobilization, Reintegration) programs. It is a free, customizable, and expandable tool for capturing program and case management data for real-time analysis, decision-making, and reporting, including modules for participant registration, identity certification, data storage, service mapping, referrals, and reintegration management.Component 2. Strengthening of case management system and capacity building for the case managers of MILF decommissioned combatants. To enable consistency in the case management system, the project will facilitate discussions between TFDCC, DSWD, and the BARMM Ministry of Social Services and Development (MSSD) to establish harmonized guidelines for case management and enhancing intervention plans for DCs. This case management system includes among others components, human resources, tools, and processes to address DC concerns in an efficient and responsive manner. Regular monitoring, evaluation, case studies, and conferences will also be undertaken to ensure the guidelines' effectiveness and adaptability to emerging contexts and potential scale-up. A critical activity to be implemented under this component will be the capacity building activities for case managers, TFDCC and affiliated government agencies enabling them to effectively use the MIS and provide appropriate and responsive referrals and interventions. Component 3. Delivery of socio-economic services to selected male and female MILF decommissioned combatants. This component includes the provision of livelihoods and life skills assistance for DCs specifically in the Provinces of Lanao del Sur and Del Norte. The emphasis will be on designing and piloting interventions that could be scaled up with GPH, BARMM or other development actors. The project intervention will include: Component 3.1 Support for functional and established cooperatives led and / or catering to DCs, their families and communities. This will include provision or enhancement of production assets and capacity-building activities related to organizational management, sustainable and smart agricultural production and value addition, as well as organizational management. Component 3.2 Technical / vocational (TechVoc) skills training for identified DCs, including BIWAB. The skills training will be in cooperation with the Technical Education and Skills Development Authority (TESDA) and BARMM's Ministry of Basic, Higher and Technical Education and Skills (MBHTE). Available market and labor demand data (surveys and studies) will be used to inform the courses to be offered. The list, types, and range of support to be provided, individually and for groups, will be jointly assessed and finalized with TFDCC and program participants taking into consideration existing capacities, the resource base of the community and local service/product demand. Life skills training such as financial literacy shall be integrated across the various trainings to be delivered for this project. |
