The project had two phases. In the first one, a group of eight small power plants that had total installed capacity of 212 MW were built by a consortium of Union Energy, Saha Union Investments, and local Chinese investors. The power plants started their commercial operation in 1996. The project total cost was estimated in $153.38 million. The facilities are coal and cogeneration power plants. The electricity is sold to local grids and industry, while the steam to industrials. In the second phase, two coal fired power plant were built at an estimated total cost of $126.6 million. The new power plants expand the capacity by 175MW in 1997 when they started their commercial operations. None None
