United Modi Hydro Power Private Limited, subsidiary of Nepalese construction company United Builders and Engineers Pvt. Ltd., was planning the construction of the 9.9MW Lower Modi I small hydropower plant, in Parbat. Annual output was estimated at 61GWh. The project had signed a PPA with the Nepal Electricity Authority NEA, and was expected to be operational by August 2011. By September 2012, the project was entering the testing phase. The delay was reportedly caused by "repeated strikes, land acquisition issues and government red tape". The project PPA holds penalty clauses for late delivery, but the government does not exercise them. Total cost was unknown, as was the FC date. Estimated here is August 2011, initial exected commissioning date. Total project cost was Rs.1.66 billion (US$19.3 million). Financing was provided by Clean Energy Development Bank, an initiative of Dutch FMO. In June 2012, the NEA increased the tariffs to Rs.8.4 in the summer and Rs. 4.8 in the rainy season.
