The Israeli-Arab wars since 1948 have caused massive refugee movements among Palestinians. Around 2.2 million people, or almost half of the people living in the Palestinian territories, are refugees. Around a third of them live in refugee camps in Gaza and the West Bank. The aim of the measure is to ensure that school-age children have equal access to high-quality primary education. This is intended to help improve the personal and economic development opportunities of Palestinian refugees in Gaza and the West Bank. It will help reduce the potential for conflict that arises due to the very poor population and the very high pressure on resources and services within the camps and for the refugees living there. The FC measure contributes to stability in the refugee camps by helping UNRWA to cover its funding needs for education. To this end, UNRWA teachers and administrative staff in Gaza and the West Bank are financed.
