A senior loan of up to €10.6 million loan to Khmelnytskyi Communal Enterprise "Electrotrans" (the "Company") to finance the acquisition of new trolleybuses along with essential maintenance and diagnostic equipment. The EBRD loan is a part of a broader financial package, which includes an investment grant from the EU Neighbourhood Investment Platform ("EU NIP") in the amount of up to €2.75 million and an investment grant of up to €1.7 million from the EBRD Crisis Response Special Fund benefiting from the US government contribution. The City's financing of €1.5 million is to be used for upgrading trolleybus stops and traction substations as well as modernising trolleybus depot. The Project was identified as a priority follow-on transaction in the course of the development of the Green City Action Plan ("GCAP") and an Internally Displaced Persons ("IDPs") Rapid Appraisal Report, which was prepared by GCAP consultant to assess the specific impacts of the influx of IDPs on the City's infrastructure and the provision of public services.
