The Fifth Urban Project in Ghana, is the first phase supporting the Urban Development Program, and it will ensure adequate urban infrastructure, and services, in particular, for the under-served secondary towns. The components will: 1) provide training to the District Assemblies' (DAs) staff in planning, and management, including contract management practices, development of maintenance management programs, and overall financial management, and mobilization practices. In particular, the DA staff will be trained to involve communities in the development process, and to prioritize their needs; 2) provide technical assistance in specific areas, to enhance the planning, management, and resource mobilization capability of DAs. This includes strengthening of financial management capacity through revenue improvement action plans, and financial management systems development. Following the completion of the mapping exercise, technical assistance will be provided for property revaluation; 3) finance the production of new digital, and hard copy base maps, and build the surveying capacity within regional offices; 4) finance infrastructure, and services subprojects, to improve the health, and environmental conditions of local communities; and, 5) co-finance the mapping component with the Nordic Development Fund, and, infrastructure sub-projects with the Agence Francaise de Developpement.
