Description

The FC project contributes to achieving the objectives of the BMZ regional strategy for Central America in the area of environmental and resource protection, which highlights support in the preparation and implementation of climate adaptation plans and disaster risk management as one area of action. The direct target group is the poor and disadvantaged population in the urban slums of the greater San Salvador area, who are particularly affected by the effects of extreme weather events. Furthermore, the employees of specialist and administrative institutions involved in the implementation of the project will benefit from training and institutional development measures (indirect target group). The project includes green and grey infrastructure measures to reduce the risks of flooding, landslides, strong winds, as well as measures to improve climate risk management. The locations for the various small-scale construction measures will be selected at the start of the program. The loan recipient is the Republic of El Salvador, represented by the Ministry of Finance. The program is run by the Ministry of Infrastructure, Transport (Ministerio de Obras Públicas y Transporte) and the Ministry of Housing (Ministério de Vivienda - MIVI), which were previously run as a joint ministry. They are responsible for implementing the measures in coordination with other specialist institutions, city administrations and the affected residents' communities. The total cost of the project amounts to up to EUR 25.86 million. Of this, EUR 23.55 million will be made available by the Federal Development Fund, which consists of a Federal Development Fund loan of up to EUR 11 million and a Federal Development Fund grant of up to around EUR 12.55 million. The cities and residents' communities involved will make a contribution of up to EUR 2.35 million (10% of the Federal Development Fund contribution).
