The 2008 Urban Development Programme in Vietnam is to be designed as an open programme for environmentally and/or climate-relevant infrastructure measures in Vietnamese cities within the framework of the Cities Development Initiative for Asia (CDIA) in order to reduce environmental pollution and to provide the population with better public services. The FC module objective is the use of economically, ecologically and socially sustainable urban infrastructure. The DC programme objective is to contribute to improving urban living conditions through economically, socially and ecologically sustainable use of the improved infrastructure. The direct target groups benefiting are the population of the cities included in the programme and indirectly the planning and specialist institutions. The measures are to be embedded in urban development planning and be environmentally relevant. Loan agreements are to be concluded for the individual components as tranches of the total loan. The total amount of the interest-subsidised loan is up to EUR 39 million. EUR 10 million in grant funds are used to subsidise the interest. These come from FC funds from the IKLU facility, which were promised in the government negotiations in 2008.
