The FC module is part of the joint development cooperation program Sustainable Urban Development Municipal Environmental Management. It includes the expansion and rehabilitation of sewage networks and the construction of sewage treatment plants in the provincial towns of Lang Son, Son La and Hoa Binh Ninh in northern Vietnam (together with the FC commitments from 2006 and 2008). It also includes the second investment phase in Soc Trang. The target group is the population living in the program area, particularly in inner-city districts with neglected waste disposal infrastructure, as well as downstream residents. The scope of the measures in the sub-projects is geared towards the fact that the operating costs can be covered by fee income after completion. The module contributes to the economically, ecologically and socially sustainable use of the urban sewage and waste infrastructure (development cooperation program objective). The sectoral framework conditions, the performance of the program sponsors, raising awareness among the population and monitoring of environmental impacts are to be improved by the TC module of the development cooperation program. Around 70% of the investment costs are to be financed from the FZ funds of EUR 31 million, and around 30% will be financed from counterpart funds. The consulting costs will be financed from a grant from Switzerland (SECO) of EUR 5.95 million as a mandate.
