The TA will prepare a Project that is suitable for ADB financing and will facilitate sustainable urban development in selected urban growth centers outside Kathmandu, by addressing critical environmental improvement needs. The TA will involve policy formulation and institutional strengthening to develop a mechanism to improve urban environmental infrastructure and services and develop municipal institutions. The TA will be implemented in three phases and will (i) analyze the growth potential of secondary urban towns; (ii) formulate urban growth strategies for high growth urban "satellite" towns to Kathmandu, including a detailed socioeconomic survey and poverty profile of selected "satellite" towns; and (iii) prepare a project proposal for facilitating urban-based regional economic growth, while maintaining and improving the environment of secondary towns and related areas, through the provision of urban infrastructure such as solid waste monitoring and control, traffic management, community facilities, and related institutional development. About 6-10 urban growth centers acting as urban growth nodes to Kathmandu, will be included in the Project.
