Description | Law no. 12,305, of August 2, 2010, established the National Solid Waste Policy, dealing with its principles, objectives and instruments, in addition to the guidelines relating to integrated management and management of solid waste, including hazardous waste, the responsibilities of generators and of public power and applicable economic instruments. The holders of public urban cleaning and solid waste management services are responsible for the organization and direct or indirect provision of these services, in compliance with the respective municipal plan for integrated solid waste management, as well as the guidelines of current legislation. Given the difficulties encountered by the sector when organizing and managing services related to the management of urban solid waste, the participation of private agents has been an alternative to ensure investment capacity, operation and maintenance of services. Although urban solid waste management services have good coverage, the final disposal of waste is still a major challenge. According to SNIS data, in 2017, around 39% of municipalities dispose of their solid waste in an environmentally inappropriate way and the percentage of recycled waste is less than 2%. Furthermore, the need to structure water supply services and, in particular, sewage services is essential. The country's sewage network coverage rate is around 52%, and only 46% of the sewage generated is treated, according to the 2017 Water and Sewage Services Diagnosis, prepared by the SNIS. CAIXA, with resources from the FEP – Support Fund for the Structuring and Development of Concession and PPP Projects (FEP CAIXA), is supporting the structuring of viable solutions from an environmental, social and economic-financial point of view related to the management of Urban Solid Waste – MSW, adapted to the technical and institutional guidelines of the Federal Government bodies responsible for implementing the Federal Basic Sanitation Policy (PFSB), Law No. 11,445/2007, and the National Solid Waste Policy (PNRS), Law No. 12,305 /2010. The EY/CONEN/LACAZ MARTINS/ZIGUIA Consortium was hired to develop the specialized technical consultancy services necessary for modeling and structuring a Concession or Public-Private Partnership (PPP) aimed at making investments, managing and executing Basic Sanitation services in the municipality of São Simão/GO, including Water Supply and Distribution, Sanitary Sewage and Urban Solid Waste Management – MSW. What is expected is that a service will be structured in addition to the disposal of waste in landfills. The aim is to structure services recycling the maximum amount of solid waste that can be diverted from landfill, using an innovative technological route, thus increasing the useful life of landfills, on the one hand, and on the other, complying with what is determined by the PNRS. The specialized technical service contracted consists of the following activities: Technical advice to be provided by Caixa to the Entity. Specialized technical consultancy to carry out feasibility studies and develop the documents necessary for bidding on the Concession Contract. Concession Structuring services cover technical engineering, economic-financial, legal and socio-environmental aspects in the preparation of projects, reports, opinions, reports and information in the following stages: Preliminary Studies – Completed Technical, Economic and Environmental Feasibility Studies (EVTEA): Completed External Validation (Public Consultation and Control Bodies); Concluded. Public consultation started on 06/14/21 and public hearing held on 07/08/2021.
