Description | The project is embedded in the German program to support decentralization and good governance. The FC measure promotes the implementation of environmental and climate protection or climate adaptation measures at the local level, via the Rwandan environmental and climate fund FONERWA. The fund selects relevant individual projects on the basis of project applications from the districts, but after its strategic reorientation, it is also intended to increasingly mobilize, manage and coordinate funds to finance climate-relevant programs of national and strategic interest. The first approach to this is to support the Green City Pilot (GCP) in the Gasabo / Kigali district as a model project for environmentally friendly and climate-friendly urban development. The overarching goal of the project is to increase resilience to the effects of climate change and to ensure the sustainable socio-economic development of Rwanda. The FC contribution amounts to up to EUR 7.0 million. In line with the concept of the previous funding phase (BMZ No. 2013 97 645), up to EUR 2.0 million will be allocated to investments in local infrastructure projects in all 30 districts, in accordance with the FONERWA application principle (classic approach). Up to EUR 5.0 million will be used to prepare planning documents ready for tendering and to provide consulting services for a green housing project (Affordable Housing) as the first phase or infrastructure measure within the framework of the Green City Pilot. The target group of the project is the entire population in the 30 districts of Rwanda (11.7 million people) who are affected by the consequences of climate change and dependent on the sustainable use of natural resources. |
