The lack of access to clean drinking water and safe sanitation is still one of the biggest obstacles to development in Tanzania. The proposed measure aims to improve the drinking water supply in the town of Babati and to further improve sanitation in the regional towns of Kigoma, Sumbawanga, Lindi and Babati. Network expansions and the construction of public taps are planned, from which 300,000 predominantly poor people in Babati are to benefit. In addition, the measure provides for a comprehensive supply of school toilets and the improvement of domestic sanitation facilities in all regional towns. Provider support measures are planned, the content of which will be closely coordinated with the ongoing EU co-financed advisory component for the suppliers of the towns of Lindi, Kigoma and Sumbawanga. Close cooperation with TZ will also be continued. The measure is part of the so-called 7 Towns Urban Upgrading Programme (7 TUUP), in the financing of which, in addition to the FC, the EU is also involved with a mandate to KfW and the French Development Bank (AFD). This programme, which the Tanzanian side also regards as a flagship project, is not only a pilot project because it links water and sanitation measures with measures requiring support. It also has a sector-wide response due to the regular meetings of regional water suppliers organised by the programme, thus creating structural effects. The funds from Phase II of the project represent an increase of the existing FC contribution of EUR 20 million (PN 2012 65 156) by a further EUR 10 million. The Tanzanian partner's own contribution is EUR 700,000.
