Foz do Brasil, a subsidiary of the Brazilian construction company Odebrecht, won the competitive bidding for the expansion, rehabilitation and operation of the water and sewerage facilities of the city of Uruguaiana (state of Rio Grande do Sul) in January 2011. The bidding criteria was the lowest tariff for the water services and, besides Foz do Brasil, two other companies took part in the bidding process: Queiroz Galvao and Carioca Christiani Nielsen Engenharia. The sponsor created a special purpose company to manage the project called Foz de Uruguaiana S.A. The 30-year concession contract was signed in May 2011, but the sponsor only took over the operations in June 2011. The total investment commitment is estimated at US$ 104.2 million (BRL 170 million) over the life of the contract.
