Description

Subject: REQUEST FOR INFORMATION (RFI) & SOURCE SOUGHT NOTICE Activity Title: USAID/Indonesia Urban Climate Change Adaptation Activity Reference Number: 72049723RFI00001 Release Date: December 01, 2022 Response Due Date and Time: February 02, 2023, 4:00 PM Jakarta Time Response Email Address: proposals-indonesia@usaid.gov Dear Interested Parties: The United States Agency for International Development, Indonesia Mission (USAID/Indonesia) is designing a new stand-alone program and concept to support urban climate change adaptation and resilience in Indonesia, as described in the Attachment. USAID anticipates that this will be a five-year activity with a total estimated cost of $19-20 million, subject to the availability of funds. 1. Request for Information (RFI) USAID/Indonesia is posting this Request for Information (RFI) to provide information to any parties interested in USAID’s support for climate change adaptation in Indonesia, as well as to collect information and suggestions about needs for climate adaptation programming in Indonesia. The information contained within this RFI is intended solely as a thought-piece; ideas may change significantly during USAID/Indonesia’s activity design, consultation and approval process. In addition, any information collected through this RFI may or may not be used to help guide thinking about adaptation and resilience programming. This is a Request for Information Only. It is not a Request for Proposals, a Request for Quotation, a Request for Application, an Invitation for Bids, a Solicitation, or an indication that USAID will contract for the items contained in this Special Notice. The RFI is an attempt to reach out to determine industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and USAID will not pay respondents for information provided in response to this RFI. Responses to this RFI may not be returned and respondents may not be notified of the result of the review. If a Solicitation is issued, it will be announced on the Federal Business Opportunities website www.sam.gov or www.grants.gov at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. This RFI does not restrict the Government's acquisition approach on a future solicitation. 2. Sources Sought Notice (SSN) Additionally, this is an SSN to identify qualified organizations that are interested in and capable of performing the type of work described in the Attachment. Your responses to the information requested will assist USAID to plan the acquisition strategy, including whether a U.S. small business set-aside is possible. Submission instructions for this SSN are provided in Section III of the Attachment. USAID Indonesia is under no obligation to acknowledge receipt of the information, answer questions, or provide feedback to respondents with respect to any information submitted. Please note issuance of this RFI/SSN does not constitute an award commitment on the part of the U.S. Government, nor does it commit the Government to pay for any costs incurred in the preparation of comments. FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES (OCT 1997) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It will not be used as a proposal. This solicitation is issued for the purpose of receiving recommendations on approaches for designing the USAID/Indonesia Urban Adaptation Activity. We thank you for your assistance and interest in USAID programs. Sincerely, /s/ Brian Chang Contracting/Agreement Officer USAID/Indonesia
