The proposed project uses (a) a Program for Results (PforR) instrument for most of the program support, and (b) a technical assistance (TA) component using the Investment Project Financing (IPF) instrument. The PforR project would finance result achievements across three areas focused on (i) Strengthening State Capabilities for AQM planning and Operations; (ii) Sector measures for air pollution reductions; and (iii) IGP Airshed Cooperation.The program seeks to achieve 9 Disbursement Linked Indicators focused on achievement of:1) Airshed management decision support system in operation and use2) Increased human resource capacity for airshed management3) Number of households using clean cookstoves to meet cooking needs4) Number of hectares with increased fertilizer (nitrogen) use efficiency 5) Volume of animal manure, agriculture residue waste used for alternative productive uses and diverted from mismanagement and burning6) Number of brick kilns transitioned to improved air pollution control and resource efficiency technology7) Good practice models of improved urban mobility for clean air8) Number of heavy-duty vehicles (BS III or below) scrapped and taken off the road9) Common measures with other IGP statesThe IPF component will support the three result areas and achievement of the Program DLIs.
