Country Energy, a subsidiary of Vallibel Power Erathna, was planning the development of the 4.65MW Kiriwaneliya Mini Hydropower Plant, Norton Bridge in the Nuwara Eliya District: just below the Laxapana water falls in the Ginigathhena Divisional Secretariat Division of the Nuwaraeliya District. The power house site can be reached from the Norton-Bridge-Maskeliya main road. The project was expected to generate 16 GWh annually, to be supplied to the national grid via a 33kV transmission line. The project started construction in 2006, reportedly without the correct licensing. In 2009 Country Energy was bought by Vallibel Power Erathna for 200 million Rupees ($1.5 million). At that time, the project was reported to hold the required permits. In June 2010, the company reported to have completed construction by 75% and final commissioning was reported in December 2011. The plant eventually became operational in December 2011, when it produced 211,923kWh, growing to 654,571kWh in April 2012. Total cost was Rs815 million ($6.3 million). The equity contribution was Rs790 million for the Kiriwaneliya project as well as the Denawaka Ganga Project, reported separately. The Denawaka Ganga project was reported to cost Rs.1,124 million, bringing total project cost to Rs.1939 million, of which Rs790 million was equity financed (Debt/Equity ratio: 59.3/40.7).
