Description | The development objective of the Affordable and Resilient Settlements Project for Vanuatu is to: (i) improve access to and resilience of infrastructure and services in selected new and existing settlements, and (ii) strengthen land planning and management for resilient human settlement. The project comprises of four components. The first component, affordable and resilient new settlement development will develop a new urban expansion area on 10 ha of public land in Etas, able to accommodate approximately 171 households. It consists of following sub-components: (i) resilient new settlement development; and (ii) institutional and systems strengthening for future settlement planning and development. The second component, affordable and resilient settlement upgrading will improve access to infrastructure and urban resilience through upgrading tertiary infrastructure in informal settlements and delivery of trunk drainage in priority flood affected areas in Port Vila. It consists of following sub-components: (i) resilient settlement upgrading; (ii) sustainable urban drainage for settlements; and (iii) institutional and systems strengthening for upgrading unplanned settlements. The third component, strengthening institutional capacity for implementation and sustainability will finance technical assistance to improve urban management, service delivery, resilience, and project management. The fourth component, contingent emergency response will allow for rapid reallocation of uncommitted project funds towards urgent needs in the event of a disaster (geophysical, or climate-related), or public health emergency. |
