The Vermont Housing Choice Voucher (Section 8) program is facing immediate funding shortfalls due to the federal government shutdown and House appropriations cuts. This threatens the ability of public housing authorities in Vermont to make housing assistance payments starting January 2026. The Vermont State Housing Authority has 4,495 authorized vouchers and projects a shortfall of about $630,000 for its program, with an estimated total shortfall of over one million dollars across Vermont affecting approximately 943 households in December 2025. The shortfall also impacts borrowing capacity for new housing projects and reduces commitments for project-based vouchers.
