The objective of the project is to acquire a video analysis, which in particular in the case of large amounts of video data to support the evaluating investigation units of the Customs. The system serves to prepare video sequences created in secret in such a way that the excise tax units of the customs investigation service are provided essential relevant information automatically. This corresponds to the part Data analytics technologies and data purchases of the EUAF call 2025. The background of the project is that customs fraud, i.e. the unlawful reduction or avoidance of import and export duties, for example by indicating an incorrect origin or customs value of goods, as well as unacceptable subsidies by means of dumping duties, will directly harm the financial interests of the EU. But the illegal import of illegal goods, or smuggled and counterfeit goods, as well as cigarettes and tobacco can also become a customs or counterfeit tax evasion and hurt the EU’s financial interests. At present, the equipment of the customs inspection service’s investigation units assigned to process can only perform video and image evaluation using conventional methods. The equipment of a video analysis is not only of national importance for Germany, but also provides a pan-European benefit that transcends national borders. EMPACT is becoming increasingly important. Providing adequate detective equipment is a crucial step in the joint fight against new forms of crime that serves the EU’s strategic and economic objectives.
