The New Model University Project aims to develop an autonomous research-based university to demonstrate a new policy framework on governance, financing, and quality in Vietnam's higher education system. There are four components to the project, the first component being policy and regulatory framework. Vietnamese-German University (VGU) will benefit from and contribute to changes gradually taking place in higher education policy in Vietnam, most notably the trend towards permitting greater autonomy to Higher Education Institutions in key areas such as governance and financing. At the same time, it will build its own capacity to plan and implement its own strategies and policies. The second component is the academic and research development. This component concentrates on developing policies and capacity for the academic programs and research work of VGU. The third component is the campus and facilities development. This component will represent another type of new model of a Vietnamese university by adopting design principles from leading universities around the world in terms of functionality, aesthetics, and an environment conducive to academic activities, while also using a combination of the highest German and Vietnamese design and construction standards. Finally, the fourth component is the project management, monitoring, and evaluation. This component covers both project management and coordination (e.g., planning, procurement, financial management, and communications) and monitoring and evaluation.
