The objective of the Third Power Sector Reform Development Policy Operation Program Project for Vietnam is to support the Government of Vietnam in the design and implementation of a competitive market for electricity generation; to restructure the power sector and reform of electricity tariff system that will facilitate effective competition, transparency, and predictability; to encourage timely investment in new generation capacity; to enhance power system efficiency and reliable operation; and to implement pricing and programs that promote the efficient use of electricity. The program is organized around four policy areas essential to the reform of Vietnam's power sector: (i) development of a competitive power market, (ii) power sector restructuring, (iii) electricity tariff reform, and (iv) improvement of demand side energy efficiency. This operation will support full implementation of the first phase reform, and establish the basis for moving ahead to the next phase.
