Description | The Village Infrastructure Project for Java aims at providing public infrastructure and employment in 1,200 villages, the bottom 20 percent of the poorest or 6 percent of all rural villages on Java. It includes a 2-3 year pilot program to increase government decentralization, transparency and village participation. Main features are: 1) empowering villagers to decide, with some economic criteria, priority uses of the village grant under the project; 2) creation of jobs paid in cash for poor villagers, especially in periods of underemployment; 3) development of skills for constructing small public works - engineering assistance will be provided to villagers to help with subproject design and achieving good quality works; 4) channelling of village grants through subdistrict branches of Bank Rakyat Indonesia; and 5) a monitoring program to review progress while the project is underway and overall results, expost. |
