Description

Description

The project objective is to decommission and reclaim the landfill of Village of Vanguard, non-compliant with the best management practices for landfill construction. The landfill area has a surface area of approximately 2 hectares and was permitted to only receive municipal waste during its operation. Landfill is currently being used as a transfer station and ready for decommissioning. Environmental Site Assessment Level II has been already completed; therefore, the scope of the project include a Corrective Action Plan, monitoring and a full decommissioning of the landfill, including completing and implementing a Decommissioning and Reclamation plan that is acceptable to the Ministry of Environment’s Landfill Section. Decommissioning and Reclamation activities include the design and construction of the final engineered cover, storm water management, metal (except for the scrap metal pile as allowed under the Transfer Station permit), concrete, clean wood piles (except that allowed under our Transfer Station Permit), installation of monitoring wells (we have 7 already being used to monitor the site), and reclamation activities to ensure it is in conformance with the surrounding lands and the future intended use. Landfill has already been converted to a permitted transfer station where bins, a clean wood pile and scrap metal pile are used. Reclaimed landfill will be owned by Village of Vanguard with the intended use of a Transfer Station. Decommissioning and reclamation of the proposed landfill will attenuate the generation of leachate which in turn increases capacity to reduce soil pollutants in line with the Environmental Quality Outcomes of the Green Infrastructure Stream of the Investing in Canada Infrastructure Program
