Village of Wilcox Phase II ESA and Landfill Decommissioning

The Village of Wilcox (the Village) is located 52 kilometers south-west of Regina along SK HWY 39 and operates a landfill located at SW ¼ Sec. 19, TWp 13, Rge. 20, W2nd Meridian, directly adjacent to the Village of Wilcox’s wastewater lagoon. The Village has been operating the site under a Ministry of Environment Permit (P019-196) to operate a waste disposal ground in accordance with modified landfill practices effective October 29, 2019. The Ministry of Environment has communicated to the Village that the landfill can continue to operate in its current state until such time as the transfer station can be built. ICIP funding is being requested to complete all activities associated with landfill decommissioning including the previously described engineering services, construction of the engineered clay cap to be completed by a general contractor through a public tendering process, and a post-closure warranty inspection. The landfill area to be decommissioning is estimated at 26,500 square meters. The final output of the project shall be the landfill successfully completing all decommissioning activities and receiving all required decommissioning approvals from the Saskatchewan Ministry of Environment.
