A high-level expert committee set up by the Petroleum and Natural Gas Regulatory Board (PNGRB) has called for sweeping structural reforms to create a free, competitive natural gas market in India. The report advocates for market-driven pricing, open access, and a neutral Independent System Operator to enhance transparency, attract investment, and improve resource allocation. It proposes the creation of a neutral, not-for-profit Independent System Operator (ISO) to manage pipeline capacity, system balancing, scheduling, and settlements, along with a unified online platform for real-time pipeline capacity booking and a real-time bulletin board integrating SCADA data. The reforms aim to boost liquidity, remove resale restrictions, implement transparent third-party access for LNG terminals, shift to entry-exit gas transportation tariffs, and align gas and power markets with a day-ahead gas market.
