Description | The three TPPs in question are part of a group of seven TPPs – located in Aracaju (SE); Belém (PA); Cananéia (SP); Manaus (AM); Natal, RN); Santos (SP) and Vitória (ES) – were qualified in the PPI through Decrees nº 10,383/2020 and 10,442/2020, in addition to Cabedelo (already granted – auction on 01/28/21 and Contract signed on 04/29/2021 ). The studies were carried out through an exclusive Expression of Interest Procedure (PMI), in accordance with § 5 of art. 1st of Decree No. 8,428, of April 2, 2015. The PMI was opened on October 29, 2020, and had the participation of 6 groups, and, after the due selection process, the consortium formed by Terrafirma companies was authorized , LPC Latina, CPEA, Moyses&Pires, starting studies, on 01/27/21. The studies were completed by PMIsta on 04/09/21 (72 calendar days), having been approved by the responsible technical committee and improved for the purpose of sending the project extract to the Federal Audit Court, on 4/26/21, and availability to civil society through Public Consultation, opened on 04/29/21, ending on 6/13/21. The Public Hearings, in a hybrid format, took place on 2 and 7/6/21. Benefits of the project The studies for the concession were finalized in April and indicate that more than 59 thousand artisanal fishermen will benefit, with production that could reach more than 54 thousand tons of fish per year. It was also found that the concession will reduce fish waste by 87.5 thousand tons over the term, as a result of better production handling and processing conditions. An additional R$472 million is also estimated, with added value due to increased sanitary quality and R$192 million in productivity gains in industrial fishing. In total, the economic benefits of the project total R$986 million. For the seven terminals, over the planned 20 years of concession, minimum investments (capex) of R$76 million and operating costs (opex) of R$618.5 million were estimated. Each terminal will be offered individually, with the exception of the Santos and Cananéia (SP) TPPs, which will be granted jointly (in a block).
