Togo ranks 165th out of 189 countries in the Human Development Index (HDI) (as of 2017) and is one of the poorest countries in the world and has a relatively high population growth rate of 2.5%. Per capita income is USD 679.3 (as of 2018) and 55.1% of the population lives below the national poverty line. Around 84-90% of Togolese work in the informal sector. Employment in the formal sector is almost exclusively limited to the public sector. Youth unemployment or underemployment is estimated to be around 33%, while at the same time the prospects for young women and men for formal and informal employment are inadequate (core problem) due to the lack of capacity and quality in formal and non-formal vocational training and in employment promotion approaches. The FC project Vocational Training and Youth Employment in Togo promotes the Togolese vocational training sector. It is based on the relevant political guidelines of the Togolese government's education sector development plan and on the BMZ's sector strategies. The aim of the FC module is to improve access to and the quality of vocational training and further education in selected growth regions in Togo. The focus should be on vocational training areas in the agricultural sector, as well as on professions related to agriculture in the broader sense. This is intended to make a contribution to improving training, employment and income opportunities, especially for young people in selected growth regions in Togo (DC program objective). To achieve the above-mentioned objectives, three components will be financed within the framework of the first phase of the project. Firstly, on an application basis, pre-selected public and private training facilities will be rehabilitated, expanded and equipped together with the executing agency (infrastructure and main component); secondly, accompanying supplementary investment measures (training and further education on the purchased machines, strengthening management capacities, further development of training programs, etc.) will be financed and thirdly, an international implementation consultant will be contracted.
