Vocational Training Laos (VELA)

The joint FZ-TZ program VELA (Vocational Education in Laos) is intended to help meet the need for skilled workers on the Laotian labor market. Building on previous commitments, the aim is to create clear framework conditions in vocational training, improve the range and quality, strengthen dual-cooperative training and support disadvantaged groups. The aim of the FZ module is to improve the quality and quantity of training at the vocational schools in Bokeo and Bolikhamsay and at VEDI as the central teacher training and continuing education institute, in line with the Laotian labor market. The proposed measures build on the previous experience of the FZ and TZ commitments (VTP I-IV, HRDME and TTEP) and at the same time integrate new elements. As a contribution to the national development plan and in addition to the preliminary phases of the FZ, two vocational schools in the two provinces of Bokeo and Bolikhamsay are to be rehabilitated, expanded and equipped. Both schools are also to be supported by the TZ and school management is to be strengthened. As a new FC component, teacher training is to be improved by strengthening, modernizing and equipping the national teacher training center in Vientiane and offering scholarships within Laos. As part of the scholarship component, school management and selected teachers from schools supported by German development cooperation are to be trained and learning from one another is to be systematized. This is planned in close coordination with the TZ module TTEP. The total investment costs of the program will amount to around EUR 7.2 million, taking into account a Laotian contribution of around 20%. EUR 6.0 million of this is to be financed from the FC grant.
