The planned FC measure, Vocational Training Program 2011 (PBB 2011), is part of the focus on sustainable economic development and vocational training in German development cooperation with Vietnam. Similar to the PBB 2001 (11 schools) and PBB 2008 (4 schools) programs, the focus here is on promoting quality improvements in several selected vocational schools. The aim of the FC measure is to create labor market-oriented training at three selected vocational schools. In view of the imminent opening of the ASEAN labor market in 2015, the quality of training in selected courses should be at least at the Southeast Asian level. The FC measure helps to improve the supply of qualified workers with growth potential (the aim of the development cooperation program). The expansion of the supply of skilled workers leads to an improvement in the employment and income opportunities of graduates and improves the quality of Vietnamese products in regional competition. Where possible, priority is given to training courses related to cleaner production, which means that the FC measure also contributes to sustainable and ecological economic growth. The FC component includes the financing of machinery, equipment and teaching materials at three Vietnamese vocational training institutes. These are: 1. Vietnamese - German Vocational College Ha Tinh 2. Nha Trang Vocational Training College 3. Ho Chi Minh Vocational College of Technology The three schools are among the 45 vocational school institutions that are to be expanded into competence centers with international educational standards by 2020 under the vocational training strategy 2011-2020 of the Ministry of Labor MoLISA/GDVT. There is not likely to be a TZ component for the further training and advice of teachers and management, which is why an A+F measure is essential. The possibility of additional deployment of development workers should also be examined. The target groups nationwide are (i) male and female middle and high school graduates, (ii) employees who are seeking higher quality vocational training or further education, and (iii) teachers and trainers at vocational schools who will benefit from the support measures. The total investment costs of the FC program amount to EUR 6.2 million + EUR 0.35 million for A+F measures, of which EUR 5.0 million will be financed from FC funds for additional equipment, EUR 0.35 million for A+F measures and at least EUR 1.2 million from Vietnamese own funds - primarily for construction and rehabilitation measures.
