In March 2012, Rosvodokanal (RSK) signed a 30-year concession agreement with the Voronezh local government for Voronezh Vodokanal. Rosvodokanal was the sole (and consequently preferred) bidder in a tender launched by the local authorities in spring 2010. Under the terms of the agreement, RSK would start operation of Voronezh and Voronezhvodokanal municipal unitary enterprises. The concession fee was US$30 million (RUB 800 million)that was expected to cover the municipal company's liabilities. Additionally, the sponsor committed to an investment program of at least US$70 million (RUB 2 million) to be designed in the course of a year and implemented within three years. The public partner would approve the investment program and guarantee to redeem the investment within 10 year. The investment program would focus on enhancing the reliability of the utility networks and facilities through modernization and construction, and the application of the best engineering practices of utility operation. The investment program for 2012-2016 designed by RVK Voronezh was approved by the local administration on October 29th, 2012.
