Vietnam Rubber Group (VRG) Dak Nong developed the 27MW Dak Sin 1 small hydropower plant, Dong Nai River, Dak Sin and Hung Binh communes, Dak R'lap District, Dak Nong Province. The project comprised of two 13.5 turbines (88.5% efficiency) and was expected to generate 104,128 MWh annually. The project load factor was 44.57%. The turbines had a lifetime of 25 years. The Feasibility Study Report was approved in January 2009. The EPC contract was signed in November 2009. The contract with the Department of Energy was signed in July 2010. Expected commissioning date was January 2012. Project life was expected to be 40 years. The tariff was expected to be US$ cents 4.4/kWh (VND 769/kWh). The EIA was approved by the ministry of Natural Resource and Environment in January 2008. The EPC contract was awarded to Cavico Corporation (Vietnam) in joint operations as Cavico-COMA-Song Da, at a value of US$30.2 million, of which US$18 million was Cavico's share. Construction time was 27 months. Total project cost was VND 670,904 million (US$32.2 million).
