Debt providers are Mitsubishi UFJ Financial Group, Mizuho Financial Group, Sumitomo Mitsui Banking Corporation, Sumitomo Mitsui Trust Holdings, Export Credit Agency, Japan Bank for International Cooperation and Bank of China. The total debt is $ 1.7 billion. South Korea's Doosan Heavy Industries & Construction and Samsung C&T were among the construction contractors involved in the project.
