Economic/Social Impact of the Project The Bihar State Power [Holding] Company Limited [“BSP[H]CL”] issued tender notice dated 04.01.2014, inviting tender [NIT] seeking Request for Proposal [“RFP”] for Setting up of Grid-Connected Solar PV Projects of Total Capacity 100 MW in Bihar for a period of 25 years from the Scheduled Commissioning Date. The Project company submitted its bid and was declared successful bidder for supply of 40 MW of power by BSPHCL The power purchase agreement [PPA] was executed between parties with DISCOMs i.e.NBPDC, SBPDC. To establish the said 40 MW of solar energy project, the Project Company acquired approximately 180 Acres of land in the locality through registered sale deeds. It may be noted that in the mid of the land these parcels that were acquired, there was land mass measuring 21 Acres 65 decimals of land in the survey [Plot No.113] which was found vacant. It belonged to several settlers settled by the State of Bihar This subject land admeasuring 21 acres 65 decimals, was a part of an unutilized, infertile land and uncultivated surplus land. Since the Project Company required land for the implementation/development of its Solar Plant, it acquired the said parcel of land from several settlers through the registered Lease Deeds. Throughout the process of acquisition of the land, the project company took all required and necessary steps to the knowledge of the concerned authorities, and thereafter the lease deed was duly executed and registration with the concerned settlers was done. Project Company has purchased about 180 acres of land vide registered sale deed for setting up the Solar Photo Voltaic power plant. Apart from this the Project Company has also taken 21.65 acres of land vide registered lease from the Parwana Holder/ Settles of the villagers for a period of 33 years. While Govt. of Bihar has been supportive of renewal energy sector, the Project Company has been facing certain issues with respect to land acquired and lease. It has requested to the concerned authorities for an early settlement/allotment of subject land survey No. 113 situated at village Khaira Khurd P.S. Amas, District - Gaya, Bihar, upon which 40 MW Solar Power Plant has been developed and implemented by the Project company. Company’s continuous pleadings and request for allotment and settlement of the stated land has been pending for a long time Without the State support, the Project company will not be able to secure a smooth generation and supply of electricity to the consumers of the State of Bihar.
