India has been experimenting with waste-to-energy (WTE) incineration technology since 1987. There are 21 operational WTE plants in India, with plans to build 556 new plants. However, these plants face significant maintenance and operational challenges, including failure to monitor all emission parameters as per regulations. Abellon Clean Energy Ltd (ACEL) has one operational and three under-construction WTE plants in Gujarat, but recently shut down operations due to these challenges. The company has requested additional subsidies and regulatory relaxations. Public financial institutions have invested hundreds of crores of public money into these ventures, but recovery of funds appears unlikely. The operation of these plants also requires significant expenditure in tipping fees, making them costly burdens rather than effective solutions.
