Description

A subsidized loan is to be used to support the wastewater company in the city of Changchun (Jilin Province) in northeast China in the expansion and conversion of one of the nine sewage treatment plants. The loan is to be used to finance the electromechanical equipment of the Changchun West sewage treatment plant with a capacity of 150,000 m³/day. In addition to the KfW subsidized loan, the financing is secured from funds from the local project sponsor (Changchun Urban Water Drainage Company Ltd.) and the local government. The city of Changchun has around 3.8 million inhabitants and is a center of steel and car production in China. The sewage treatment plant to be financed will treat the wastewater of around 480,000 inhabitants in the western parts of the city. The West Urban sewage treatment plant, which was put into operation in 2002, does not currently meet the requirements for the highest Chinese sewage treatment standard (GB18918-2002) that is now required, so that the plant must be expanded and converted in order to achieve this. Thanks to the proposed purification technology, the wastewater will be suitable as process water for the city's parks and for industrial and cooling purposes. The aim of the project is to improve the water quality of the Songhua River in Changchun and to conserve scarce water resources by reusing the purified wastewater as process water.
