Water and Sanitation Sector Programme, Phase IV

As part of phases III and IV of the water and sanitation sector program (Programme Sectoriel dEau et Assainissement - ProSecEau), a program approach is being pursued that integrates improvements to the water and sanitation infrastructure and the performance of the water supplier. The aim of the FC modules is to ensure a quantitative, qualitative, economically viable and reliable drinking water supply and adequate sanitation for the previously underserved, mostly poor population in the program locations. The cities of Bubanza, Cankuzo, Rutana and Ruyigi, which have already received improved drinking water infrastructure as part of the FC commitment of the completed phases of ProSecEau, will benefit from improved sanitation infrastructure. In addition, the two cities of Rumonge and Nyanza Lac have been included in the program to improve drinking water and sanitation. In 2010, only between 9% and 17% of the population in these locations had access to a secure drinking water supply and only 35% had adequate sanitation according to the Burundian definition. Around 180,000 people currently live in both cities together. The module also includes a training and further education measure (T&E measure) to strengthen the executing agency REGIDESO (operational improvements to accompany investments). The FC contribution to Phase III of the sector program amounts to EUR 17 million; for Phase IV, the FC contribution is EUR 15 million. The additional costs for the operational improvements to accompany investments (T&E measure) in the program cities amount to EUR 2 million. The program was originally planned to run from 2013 to 2016. Due to delays and a suspension of the program between 2016 and the beginning of 2023 as a result of the political unrest in Burundi in 2015/16, the program is currently expected to be completed by the end of 2026.
