The general objective of the programme is to promote and consolidate a process of reforming the water sector and subsector of drinking water and sanitation, in order: (i) promote conservation and its most rational and efficient water resources, and (ii) to create an institutional environment conducive to business and public and private investment in drinking water and sanitation. Specifically, it is expected to restructure the management mechanisms in the sector and subsector through: (i) creation of a financially independent water authority to develop the leadership and policy for the proper utilization and conservation of water resources, with technical capacity, studies and appropriate tools for integrated management of the resource and rational allocation of water use rights, (ii) the creation of a regulatory framework of drinking water and sanitation subsector and a regulator independent and financially autonomous equipped with adequate instruments to ensure fulfillment with the regulations that were issued as regards the provision of services by facilitating and promoting competition and transparency at all levels of provision of potable water and sewerage, public, private and mixed, more efficient, financially viable and expansion programmes and improvements in service quality.
