Description	The US Army Corps of Engineers (USACE) intends to enter into a sole source, follow-on cooperative agreement with the University of Idaho for water quality monitoring and planning of Willow Creek Reservoir in Heppner, Oregon. The scope of the agreement will consist of bi-weekly monitoring of water quality conditions within, upstream, and downstream of Willow Creek Reservoir. Water quality information will be used to plan/design restoration of water quality in Willow Creek Reservoir. The restoration plan will be used in the evaluation, design, and construction of a wetland upstream of Willow Creek Reservoir, in-reservoir phosphorus treatments and the implementation of Best Management Practices (BPMs) on private/federal lands within the watershed above Willow Creek Reservoir. This cooperative agreement is awarded pursuant to 33 USC 2339(c) Assistance Programs Data collection will be conducted at Willow Creek Reservoir in Heppner, Oregon
