The supply of hygienically safe drinking water to the population in accordance with the usual standard of living in Moroccan cities is not guaranteed in all cities and urban areas to the same extent due to the lack of connection of poor households to the urban drinking water supply systems. The aim of the FC module, designed in the open program approach, is to ensure the supply of hygienically safe drinking water to the population of selected peri-urban areas and previously unconnected urban districts by connecting them to the urban drinking water supply systems. This is intended to reduce social disparities in the cities. The module objective is to be achieved using an Aid on Delivery (AoD) approach. The result-dependent payment of an AoD subsidy (or AoD premium) is intended to ensure that the connection of the districts is significantly shortened compared to previous experience. The target group of the AoD program is around 150,000 residents of around 350 to 400 peri-urban districts, but also of unserved islands in the urban areas that are not yet connected to the municipal drinking water network and currently have to obtain drinking water from other sources (public taps, wells, neighbors). According to preliminary estimates, the total cost of the investment project is around EUR 15.4 million. The costs for the accompanying measure amount to around EUR 1.0 million. A classic joint loan of EUR 9.0 million is available to finance the investment project, which consists of EUR 4.5 million in budget funds and EUR 4.5 million in KfW market funds. A grant of EUR 1.0 million is available for the accompanying measure. The AoD premium (in the form of a grant) totaling EUR 2.5 million is to be paid out depending on the achievement of the agreed goals.
